Dr. Callist Tindimugaya

Vice Chairperson, UCOLD

Commissioner for Water Resources Planning and Regulation at Ministry of Water and Environment. Hydrology expert with extensive experience in transboundary water resources management and dam projects. He holds a PhD in Water Resources Engineering and has been instrumental in developing Uganda's water policy framework and regulations governing dam construction and operation.

Principal Engineer at Uganda Electricity Generation Company Limited (UEGCL). His research focuses on innovative dam construction techniques and sustainable water management.

He regularly conducts safety assessments for both existing and under-construction dams across Uganda and coordinates with international dam safety experts.

Our Technical Leadership

Guiding Uganda's Dam Engineering Excellence

Committee Composition

The UCOLD Technical Committee comprises Uganda's most experienced dam engineers, hydrologists, and water resources specialists drawn from key government agencies, academic institutions, and private sector organizations.

Our committee structure follows ICOLD's technical committee model, with specialized working groups focusing on different aspects of dam engineering and safety.

The committee meets quarterly to review Uganda's dam projects, assess safety concerns, and align national practices with international standards.

Key Responsibilities

  • Provide technical oversight for all large dam projects in Uganda
  • Develop national dam safety guidelines and standards
  • Review and approve dam designs and construction methodologies
  • Conduct safety inspections and risk assessments
  • Represent Uganda at ICOLD technical meetings worldwide
  • Organize training programs for dam professionals
