{"id":1189,"date":"2025-06-12T12:52:06","date_gmt":"2025-06-12T12:52:06","guid":{"rendered":"https:\/\/lwegatech.net\/mwe\/?page_id=1189"},"modified":"2025-06-19T07:27:39","modified_gmt":"2025-06-19T07:27:39","slug":"sacriac","status":"publish","type":"page","link":"https:\/\/lwegatech.net\/mwe\/sacriac\/","title":{"rendered":"Strengthening the Adaptive Capacity and Resilience of Communities in Uganda&#8217;s Watersheds &#8211; Awoja Catchment"},"content":{"rendered":"\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<div class=\"wp-block-group container-xxl\"><div class=\"wp-block-group__inner-container is-layout-constrained wp-block-group-is-layout-constrained\">\n<h3 class=\"wp-block-heading\">The SACRIAC Project<\/h3>\n\n\n\n<p><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Introduction<\/h4>\n\n\n\n<p>The Government of Uganda (GOU) has received funding from the Global Environment Facility (GEF) through the African Development Bank (AfDB) for the development of the <strong>Strengthening the Adaptive Capacity and Resilience of Communities in Uganda&#8217;s watersheds project (SACRiAC)<\/strong>. The Project\u2019s Executing Agency, the <strong>Ministry of Water and Environment (MWE)<\/strong>, is responsible for the overall implementation and management of the Project.<\/p>\n\n\n\n<p>The project (SACRiAC) objective is to <strong>build adaptive capacity of rural communities<\/strong> and <strong>reduce their vulnerability to climate change<\/strong> and <strong>improve rural livelihoods and food security<\/strong> through integrated watershed management, climate-resilient infrastructure, and sustainable agriculture.<\/p>\n\n\n\n<p>SACRiAC will be implemented in <strong>Bukedea, Sironko, Kapchorwa, and Bulambuli districts<\/strong>, within the Awoja catchment downstream of the sub-catchments of Komirya, Sironko, Simu-sisi, Muyembe, and Sipi. It will be implemented, with focus on catchment management and improving rural livelihood.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Background<\/h3>\n\n\n\n<p>Uganda\u2019s economy and local communities are <strong>vulnerable to climate change and variability<\/strong> as a result of several compounding factors:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>heavy reliance on natural resources, particularly within the agricultural sector;<\/li>\n\n\n\n<li>dependence on rain-fed agriculture;<\/li>\n\n\n\n<li>close linkages between agriculture performance and climatic changes \u2013 with the gross domestic product (GDP) and inflation rates closely corresponding to seasonal rainfall patterns;<\/li>\n\n\n\n<li>high population growth rates \u2013 ~3.6% per year \u2013 that in combination with high poverty levels reduce capacity to cope with climate hazards;<\/li>\n\n\n\n<li>low per capita income;<\/li>\n\n\n\n<li>limited financial capacity to fund adaptation measures;<\/li>\n\n\n\n<li>weak and inadequate infrastructure;<\/li>\n\n\n\n<li>inadequate supply of clean water and sanitation facilities; and<\/li>\n\n\n\n<li>inadequate availability of health and medical services.<\/li>\n<\/ul>\n\n\n\n<p><strong>Floods and droughts have the greatest impacts<\/strong> on local communities as well as socio-economic sectors \u2013 particularly the agriculture sector. Other predicted socio-economic impacts will result in the reduction of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>national security;<\/li>\n\n\n\n<li>the life-span and durability of infrastructure;<\/li>\n\n\n\n<li>hydropower production;<\/li>\n\n\n\n<li>human health; and<\/li>\n\n\n\n<li>ecosystem integrity, and thus natural capital.<\/li>\n<\/ul>\n\n\n\n<p>Climate change is expected to disproportionately affect vulnerable groups. These include the poor, people living with disability and HIV\/AIDS, youth and children \u2013 orphans in particular \u2013 the elderly, refugees, and marginalized communities.<\/p>\n\n\n\n<p>Current and future impacts of climate change, therefore, make adaptation urgent. Without adaptation, the negative effects of climate change will <strong>undermine years of development assistance and asset accumulation in Uganda<\/strong>.
