Promoting Regional Cooperation in Shared Water Resources

Department Mandate

To secure and safeguard Uganda’s interests in the shared water
resources of the Nile and its system thereby ensuring availability of water resources of adequate quantity and quality to meet Uganda’s national development and ecosystem needs.

The International Transboundary Water Affairs function under the Directorate of Water Resources Management is responsible for fostering cooperation and coordinated management of water resources shared between Uganda and neighboring countries. Recognizing that many of Uganda’s rivers, lakes, and aquifers extend across national boundaries, the department plays a vital role in negotiating and implementing bilateral and multilateral agreements that promote equitable and sustainable use of these shared resources. It represents Uganda in regional water governance frameworks such as the Nile Basin Initiative (NBI), Lake Victoria Basin Commission (LVBC), and other international platforms focused on water diplomacy, conflict prevention, and environmental sustainability. By facilitating joint water assessments, data sharing, and harmonized policy development, the department contributes to peacebuilding, climate resilience, and socio-economic development across borders. Its work ensures that Uganda not only safeguards its national water interests but also strengthens regional integration and sustainable management of transboundary water ecosystems.
