a) To ensure that Uganda effectively coordinates and implements her national and international obligations and realizes her benefits under the United Nations Framework Convention on Climate Change, and its implementation frameworks, the Kyoto Protocol and the Paris Agreement.
b) To ensure that Government, non-state actors and private sector address climate change impacts and their causes through appropriate measures while promoting sustainable development and a green economy
It collaborates extensively with various stakeholders, including government ministries, departments and agencies, local governments, civil society organizations, research institutions, and the private sector, to implement national and international climate change policies, programs, and projects. The department’s core responsibilities encompass climate policy development, greenhouse gas inventory management, climate change adaptation and mitigation planning, resource mobilization for climate action, capacity building, and the representation of Uganda in international climate negotiations. The CCD’s mandate is anchored in national legal frameworks and Uganda’s commitments under multilateral environmental agreements, notably the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement. Its vision is to foster a climate-resilient and low-carbon development pathway for Uganda, while its mission is to effectively coordinate and guide climate change interventions for sustainable development and improved well-being of all Ugandans, especially the most vulnerable.
